Why was Teocelo able to? An analysis of the success factors of the integral municipal solid waste management program from the theory of planned behavior

This research analyzes the factors that have influenced the successful implementation of the comprehensive urban solid waste management program in the municipality of Teocelo (2001-2017), Veracruz, from the Theory of Planned Behavior (TCP). Methodologically, it was approached from a qualitative approach, with the application of interviews. The results show the main factors that influenced citizen participation in the municipal program and, therefore, its success. They also confirm the relevance of the TCP to explain the specific case that we have analyzed, but with qualifications: from an individual but also collective perspective and with the presence of a complex network of cognitive, contextual and emotional elements that influence the behavior of the subjects of the study group.
