The dispute over the territory and its ordering in Cuernavaca ( second part )

Abstract

In the second part of this essay we return to Cuernavaca (the local) to present very succinctly some important aspects of the environmental situation of the city and the advances that were achieved with the elaboration and publication of the Ecological and Territorial Planning Program (POET) in matters of precaution, regulation and administrative coordination. This will be done in Section 4. Later, in Section 5 I will expose the legal, administrative and economic criticisms that the government coalition used to vote in favor of modifying the POET and annulling its regulatory effectiveness, and in Section 5 as well As in Section 6, I will analyze these criticisms from the theoretical framework presented in the First Part of this essay (published in this journal, no. 13). The essay will conclude with a short and final coda.
